MEET ANDREW
Born and raised on Oʻahu, Andrew has lived in Pālolo since childhood and attended St. Patrick School in Kaimukī from kindergarten through eighth grade. The son of immigrants from Laos, he grew up watching his parents work tirelessly to build a better life for their family — an experience that shaped his belief that our community deserves representation from someone who understands real struggles and everyday challenges.
Andrew’s commitment to service is reflected in both his education and professional experience. He earned a Bachelor’s degree in American Studies from the University of Hawaiʻi at Mānoa, where he studied how history, public policy, and lived experience intersect. Through this work, he developed a deep understanding that meaningful progress begins with awareness — recognizing that people come from different backgrounds, face different challenges, and experience opportunity differently. To Andrew, equity means creating practical solutions that respond to real needs and improve lives.
To better serve his community, Andrew went on to earn a Master’s degree in Public Administration from UH Mānoa. His graduate training strengthened his ability to translate community priorities into effective policy, responsibly manage public resources, and work across agencies and stakeholders to deliver results. He brings both values and technical expertise to public service — understanding not just what communities are asking for, but how government can respond effectively.
Andrew gained firsthand legislative experience working for Speaker Emeritus Calvin K.Y. Say at the Honolulu City Council. In that role, he focused on issues impacting District 21 and learned directly from residents of Pālolo, Kaimukī, St. Louis Heights, Wilhelmina Rise, and surrounding neighborhoods. This experience reinforced the importance of responsive, community-driven leadership.
Today, Andrew serves as Vice-Chair of the Pālolo Neighborhood Board, where he works with residents, community organizations, and City departments to address neighborhood concerns and advocate for local voices. He has also worked at the Hawaiʻi Department of Agriculture, supporting local farmers and strengthening Hawaiʻi’s food systems. As a member of the Lao and Thai community, this work is deeply personal. Andrew understands the vital role Lao and Thai farmers play in sustaining Hawaiʻi’s agriculture and local economy, and he is committed to ensuring that our farmers receive the support and investment they deserve.
Andrew is running because he believes government should work for everyday people — and reflect the communities it serves with integrity, empathy, and purpose.
